1. 世界の古文書や書物の修復に必要な日本の古典的な紙を供与する

歴史や文化的営みの記録である文書や書籍は人類共通の文化遺産であり、これを未来に遺すことは現代の責務である。古くから引き継がれてきたそれらの遺産は損傷し、或いは劣化しており、その傷みに応じた時々の修理は不可欠であるが、その修理には例外なく日本の古い時代の製法による紙が採用されている。文書、書籍等の修理現場における日本の紙の信頼性はゆるぎなく殆ど神格化されているほどである。しかし今、世界の図書館・文書館の保存活動の状況は、資金不足のために必要な紙材料の調達が出来ず、十分な維持修理の事業が出来ないでいるところが多い。その状況を少しでも好転させ、損傷し、あるいは劣化した文書等の救済を進めるために、日本から修復の現場へ修理用の日本の紙の直接供与する支援を行う。

近年の酸性紙問題で脱酸処理を迫られている膨大な量の歴史資料や記録、文書等の修理にも必要に応じて日本の紙の供与支援をする。

1. Provide Japanese Authentic Classic Paper for restoration of World's Ancient Document and Books.

However, the circumstances of the preservation activities of libraries and archives around the world are now in many cases where it is impossible to procure necessary paper materials due to lack of funds and sufficient maintenance and repair work can not be done. To improve the situation as much as possible, in order to promote relief of damaged or degraded documents etc, we will assist Japan to provide repair Japanese paper directly to the repair site.

We will provide Japanese paper as necessary for repairing a huge amount of historical materials, records, documents etc, which are being pressed for deoxidation in recent acidic paper problems.

2. 日本の伝統的紙産業を再生させる

世界的に文書や書籍の修理に採用されている紙は、わが国の古典的手法によって製造された紙であり、保存性に優れた紙質は世界に認められている。しかし、必要不可欠な材料として渇望されているにも関わらず、現在の日本においては古典的手法による紙の生産は衰退の一途であり、重要な伝統的紙産業が滅びかけているのが現状である。

世界における現在の文書・書籍等の修理状況を見れば、日本の古典的紙質の紙は必要不可欠であり、大きな潜在需要がある。それに応えることは真の伝統的産業の活性化と再生を促すことになる。そのためには古典的紙を増産し、危機的状況にある伝統的な紙産業に対する支援とするとともに、造紙に関する技術者を支援育成してゆく必要がある。

　第1項はこの第2項の「目的」を果たす事業として最善であり、互いに補完関係にある。これに実質的支援として修理に必要な日本の紙の提供を継続的に行うことは日本の古典的紙質の紙の需要は必然的に増加することになる。このことこそが、日本の伝統的紙産業を再生させることとなる。

2. Restore Japanese traditional paper industry

 3. わが国の多様な紙と紙に関わる技術を公開し、修理の技術的可能性を広げる

　日本古来の紙は大変多くの紙質と形状があり、それぞれの特性と目的に併せて、永い伝統によって培われてきた用い方と加工技術がある。しかしこのことは殆ど世界に知られていない。現在は過去に伝播した一部の修理技法と修理用紙が世界各国において最良の方法として採用されているのである。そのため世界の古文書、書籍等があらたに受難しかねない今、日本の修理技術の真髄を、紙の供給に併せて広く海外に開陳し、各国の技術者と相互に協力をしあって、採用できる紙材と技術の選択肢の幅を広げ、必要な技術についてはその習得についても支援協力をする。

　4. 表装技術者の育成を支援する

古文書、書籍等の修理や、書画の装丁に関る表装技術者、職人層は二極化し、一方で技術の高度化が進むとともに、他方において技術の変質と伝統技術の衰退が顕著である。古文書、書籍等の修理、書画の装丁にとって好ましくない状況が広がっている。修理技術者・職人にとって作業に用いる伝統的技術と諸材料の特性や紙漉きの技術、紙加工技術の知識は不可欠な要素である。このことに鑑み、表装技術者・職人の教育と技術習得を支援する場所を設け、新たな課題として持ち上がってきている膨大な量の近世文書、書籍等の修理を事業として受け入れるとともにこれを実習教材とし、志のある表装技術者の教育と伝統技術の訓練を行い、表装業界の価値観と倫理観、技術体質の改善と向上を行う。

4. Support Education of Specialists.

5. わが国の伝統的な紙原料生産の消滅を防ぎ、生産安定化の支援をする

わが国の伝統的な紙質を有した紙の材料は楮・三椏・雁皮等であり、古来わが国の山野から得られ、また栽培されて来た。しかし日本の伝統的紙産業の衰退に伴って、現在は壊滅的な状況にあり専門の栽培者はいない。

そのために世界の文書・書籍修理の中で新たに持ち上がりつつある酸性紙対策の大きな需要には、現状のままでは賄うことは出来ない。その対策として原料栽培者を奨励支援すると共に、積極的に契約栽培と直接購入を実施して流通の新しい形を実現させる。

6. 調査研究

上記に掲げる事項の実践に伴い、必要となる資料収集と調査研究をする。また関連する個人や法人と連携して、古典的手法や新しい可能性のある手法の研究と技術開発を行う。

7. 広報と啓蒙

8. 事業資金調達のための収益事業

上記事業の実施に伴い得られた情報、技術を活用した商品の開発、販売を行い、また、古典的な日本の紙を材料とした書画展を開催し、その収益金を上記事業に投入する。

9. 賛助会設置及び寄付金の公募

上記の諸事業の安定的実行を図るために支援組織・賛助会を設置し、会員から定額の年会費の納入による継続的支援を得るとともに、広く任意、随時の寄付金を募る。
